Since 2026, driving test booking rules give learners 3 new limits: only you can book or change your test, you get 2 changes, and you can move only to the 3 nearest centres. Below are the 2026 driving test booking changes, how to book yourself, what counts as a change and where a Mitcham, Morden or Tolworth test can move. Then come swaps, refunds, booking apps, your instructor’s role, what the rules mean for learners and being test-ready before you book.
What are the 2026 driving test booking rules?
The 2026 driving test booking rules are 5 changes that DVSA brought in between 31 March and 9 June 2026. They cover car tests in England, Scotland and Wales. The table below compares each rule before and after the change:
| Rule | Before 2026 | Now |
|---|---|---|
| Changes per booking | Up to 6 | 2 (from 31 Mar 2026) |
| Who books the test | You or your instructor | Only you (from 12 May 2026) |
| Who changes or cancels it | You or your instructor | Only you (from 12 May 2026) |
| Unofficial booking apps | Allowed | Not allowed (from 12 May 2026) |
| Where you can move it | Any test centre | 3 nearest centres (from 9 Jun 2026) |

DVSA says the rules stop others snapping up tests and free appointments for learners who are ready. It’s now against the law for anyone other than the learner to book a car test. The full wording is on GOV.UK’s page about changes to driving test booking rules in 2026.
How do you book your driving test yourself?
You book your driving test yourself on GOV.UK in 6 steps. Your instructor can’t do it for you, so follow them in this order:
- Pass your theory testMost car learners need a theory pass before they can book. The car theory test costs £23, and the pass certificate lasts 2 years.
- Agree a ready date with your instructorGOV.UK asks you to agree with your instructor that you’ll be ready by the date you book.
- Get your instructor’s reference numberEnter it when you book, and the system checks that your instructor is free at that time.
- Choose the centre you’ll really useLater moves are limited to nearby centres, so book where you’ve had your lessons.
- Pay the official fee onlyA car test costs £62 on weekdays and £75 on evenings, weekends and bank holidays.
- Confirm you’re the learnerYou agree the terms and declare that you’re the person taking the test.
You need your UK driving licence number and a debit or credit card. The booking service runs from 6am to 11:40pm, and you join a queue when you start (GOV.UK). New tests are released 24 weeks ahead, at 6am every Monday. Earlier slots appear whenever another learner moves or cancels, and there’s no waiting list.
Can a parent help you book?
A parent can help you book, as long as they sit with you while you do it. GOV.UK says you should complete as many steps as you can yourself. Use your own email address and phone number, because DVSA sends your booking details there. Booking the test for you while you’re not there is against the law.
What counts as one of your 2 changes?
One of your 2 changes is any move of the date, time or test centre, including a swap with another learner. Changing several things at once counts as 1 change. GOV.UK lists 3 changes that count:
- Date or time: moving your test earlier or later, including to a cancellation slot.
- Test centre: moving to one of the 3 nearest centres, or back to the centre you first booked.
- Swap: exchanging your booking with another learner who already has a test.
GOV.UK also lists 3 updates that don’t count as a change:
- Contact details: a new address, email address or phone number.
- Instructor reference number: adding it to your booking or removing it.
- DVSA changes: if DVSA moves your test, for example for bad weather, your count resets to 2. Since 19 June 2026, you can use those reset changes online.

After 2 changes, the only way to move again is to cancel and book a new test. You get a full refund with at least 10 full working days’ notice. A new booking puts you back in the queue, and local median waits were 16–23 weeks in September 2026 (DVSA).
Where can you move a Mitcham, Morden or Tolworth test?
You can move a Mitcham, Morden or Tolworth test only to one of its 3 nearest test centres, or back to the centre you first booked. The rule started on 9 June 2026. The table below shows each local centre’s 3 nearest centres, as GOV.UK lists them:
| Booked centre | You can move to |
|---|---|
| Mitcham | West Wickham (6 miles), Morden (6 miles), Bromley (9 miles) |
| Morden | Tolworth (5 miles), Mitcham (6 miles), West Wickham (12 miles) |
| Tolworth | Morden (5 miles), Isleworth Fleming Way (8 miles), Mitcham (12 miles) |
Source: GOV.UK, Check which driving test centres you can move your test to (updated 15 October 2026). Distances are approximate, by road and avoiding motorways.
Each move resets the list to the new centre’s 3 nearest. A Tolworth test moved to Morden can next go to Mitcham, West Wickham or back to Tolworth, but not to Isleworth. A Mitcham test can’t move straight to Tolworth, because Tolworth isn’t on Mitcham’s list.
The 3 local centres also have different waits. In September 2026, the median wait from booking to test was 16.1 weeks at Mitcham, 19.1 weeks at Morden and 23.1 weeks at Tolworth (DVSA DRT122F). Book at the centre whose roads you know, because moving away from it later is limited. Our guide to driving test centres in South London compares the pass rates and waits of all 6 local centres.
How do you swap your test with another learner?
You swap your test with another learner by phoning DVSA on 0300 200 1122 (option 2), Monday to Friday, 8am to 5pm. Swaps aren’t available online. GOV.UK sets 4 conditions, and both learners must meet all of them:
- Changes left: each of you has at least 1 of your 2 changes still unused.
- Notice: you ask at least 10 full working days before the earlier of the 2 tests.
- Location: both tests are at the same centre, one of the 3 nearest, or the centre you first booked.
- Test type: a £62 weekday test swaps only with a weekday test, and a £75 evening or weekend test only with the same type.
Both learners call separately on the same day, and the second call should come by 4pm. If the second learner doesn’t call that day, the request expires and DVSA doesn’t tell the first learner. Share only your booking reference. Never give the other learner your licence number, theory certificate number, address or card details (GOV.UK, updated 1 October 2026).
A swap uses 1 of your 2 changes. Check with your instructor first that you’ll be ready by the new date, and that they can take you to it.
How do cancellations and refunds work?
Cancellations get a full refund when you give at least 10 full working days’ notice for a car test. Working days are Monday to Saturday. Sundays and public holidays don’t count (GOV.UK).
Moving to a dearer slot, such as a Saturday test, means paying the £13 difference. Moving back to a weekday slot refunds it. At shorter notice, GOV.UK lets you apply for a refund for 4 reasons:
- an illness or injury that stops you taking the test
- a bereavement
- a school or college exam at the same time as the test
- a stolen driving licence
You apply by email to DVSA customer services, with proof such as a fit note, a school letter or a police crime number. Without one of these reasons, a late cancellation loses the fee. That adds to the cost of a failed driving test, which our guide to the cost of a failed driving test sets out in full.

The checker counts back 10 full working days (Monday to Saturday) and skips England and Wales bank holidays up to August 2027.
Change or cancel on or before this day to keep your fee.
Are cancellation-finder apps allowed?
Cancellation-finder apps aren't allowed. Since 12 May 2026, you can't use any unofficial service that scans the booking system for tests, including apps and websites (GOV.UK). DVSA monitors the booking service and can take 2 actions against learners who use one:
- Suspend your online access: you can then book and manage your test only by phone.
- Cancel your booking: you lose the test date you had.
Pay only the official fee of £62 on a weekday or £75 at evenings and weekends. Cancellation slots appear on GOV.UK whenever another learner moves or cancels, so check there yourself.
What can your driving instructor still do?
Your driving instructor can still do 3 things for your test booking, but can't book, change, swap or cancel it. GOV.UK lists them as follows:
- Advise on readiness: tell you when you'll be ready to book, and for which date.
- Set available times: mark morning and afternoon hours, holidays and a minimum gap between tests.
- Share a reference number: give you the number that lets the booking system check their availability.
Tests that instructors booked before 12 May 2026 still go ahead. Your instructor must give you the booking reference, so you can manage the test yourself from now on.
What the 2026 rules mean for learners
The 2026 rules mean your first booking has to work, because you have only 2 changes to fix it. The 4 learner groups below feel the change most.
Teenage learners
Teenage learners need their own GOV.UK booking, email address and phone number. A 17-year-old can book once they've passed the £23 theory test. Keep the booking reference somewhere safe, because only you can use it.
Parents of learners
Parents of learners can help their child book by sitting beside them, but can't book alone. Plan around the wait: local median waits ran from 16.1 weeks at Mitcham to 23.1 weeks at Tolworth in September 2026 (DVSA). A test booked today at Tolworth is about 5 months away.
Intensive course learners
Intensive course learners fit about 30 hours of lessons into 1–2 weeks just before a test. Book the test first, then fix the course dates around it. A test date chosen before any lessons is a risk with only 2 changes, so have a first lesson to judge how many hours you need.
Learners who move home
Learners who move home can't take a South London test with them. One change moves a Mitcham test at most to Bromley, about 9 miles away. If you're moving further, cancel with 10 full working days' notice and rebook near your new home.
Being test-ready before you book
Being test-ready before you book matters more in 2026, because a rushed date costs 1 of your 2 changes. DVSA's Ready to Pass campaign gives 5 signs that you're ready. You drive without prompts, make no serious mistakes, pass mock tests, manage your nerves, and your instructor agrees.
With local waits of 16–23 weeks, you'll usually book while you're still learning. Book for the date your instructor expects you to be ready, not the first date you see. Driving Standards Agency research found learners took about 45 hours of lessons plus 22 hours of private practice. Our guide to how long it takes to learn to drive turns that into a timeline from first lesson to test.
Once your date is set, the next job is the drive itself. Our guide on how to pass your driving test first time covers the 8 steps, the top 10 fail reasons and a readiness check.
How we help learners book at the right time
We help learners book at the right time with an honest view of when they'll be ready. Our 4 DVSA-approved instructors are Syed Nauman Ali, Martin West, Marine Averlan and Paul Wylde. They teach on the roads around the Mitcham, Morden and Tolworth test centres, and each gives you their reference number to enter when you book. A mock test costs £45 on its own. The 20-hour block costs £730 and includes a mock test, and the 30-hour intensive course costs £1,125, also with a mock test.
Frequently asked questions
Can my parents book my driving test?
No. Since 12 May 2026, only the learner can book a car test. A parent can help, but only while sitting with you as you book (GOV.UK).
Can my driving instructor book my test?
No. Since 12 May 2026, instructors can't book, change, swap or cancel a test for a pupil. They can still advise on readiness and set their available times.
How many times can you change a driving test?
Twice per booking, since 31 March 2026. After that, you have to cancel and book a new test. Changing the date and centre together counts as 1 change.
Does a DVSA cancellation use up one of my changes?
No. If DVSA changes your test, for example for bad weather, your count resets to 2 changes. Since 19 June 2026, you can use them online.
Can I move my test to any test centre?
No. Since 9 June 2026, you can move it only to one of the 3 nearest centres to your booked centre, or back to the centre you first booked.
Can I move my Mitcham test to Tolworth?
Not directly. Mitcham's 3 nearest centres are West Wickham, Morden and Bromley (GOV.UK, October 2026). Moving to Morden first and then to Tolworth uses both your changes.
Do I get a refund if I cancel my driving test?
Yes, with at least 10 full working days' notice. At shorter notice, you can apply only for illness, injury, bereavement, a clashing school exam or a stolen licence.
Driving test booking rules and your intensive driving course
BNM Driving School is a local, independent driving school based in Hackbridge (SM6). Our DVSA-approved instructors teach manual and automatic lessons across South and South West London, on the roads around the Mitcham, Morden and Tolworth test centres. Our learners have a 98% pass rate, and more than 2,000 have passed with us.

Under the 2026 driving test booking rules, only you can book or change your test, you get 2 changes, and moves are limited to the 3 nearest centres. Already have a test date? Our intensive driving course fits 30 hours of lessons into 1–2 weeks before it, with a mock test on local test routes included. Or book a first lesson and agree a test date you can keep.
